PPKM Darurat | Bansos Hingga Diskon Listrik Diberikan Pemerintah | OBROLANBISNIS.com — Peningkatan angka penderita Covid-19 kian maju pesat. Melihat kondisi tersebut, pemerintah melakukan beberapa kebijakan. Termasuk salah satunya menerapkan Pemberlakuan Pembatasan Kegiatan Masyarakat (PPKM) Darurat yang diberilakukan sejak 3 Juli 2021.
Hanya saja, kebijakan ini diakui akan mempengaruhi aktivitas ekonomi. Sebab itu, pemerintah memberikan sejumlah program program perlindungan sosial.
Menurut Staf Khusus Kementerian Keuangan Yustinus Prastowo, program dimaksud, pertama, bentuknya berupa Bantuan Sosial Tunai (BST) diperpanjang dua bulan. Bantuan ini untuk meringankan masyarakat terdampak dalam pelaksanaan PPKM.
“Pada BST Januari hingga April realisasi anggaran mencapai Rp 11,9 triliun untuk 9,6 juta Keluarga Penerima Manfaat (KPM). Bantuan diberikan setiap bulan sebesar Rp 300 ribu per KPM per bulan. Kriteria KPM adalah keluarga miskin, tidak mampu, dan atau rentan yangterdampak COVID-19. KPM nonprogram sembako dan non-PKH (Program KeluargaHarapan, red). Kemudian memiliki NIK, KK, dan telepon untuk dihubungi,” ujar Yustinus, Jumat, 9 Juli 2021.
Sementara perpanjangan BST dua bulan, lanjutnya, menargetkan 10 juta KPM di 34 Provinsi. Anggaran yang disiapkan mencapai Rp6,1 triliun. Sehingga total alokasi BST mencapai Rp 17,5 triliun.
Yustinus menambahkan, pemerintah juga memperpanjang stimulus tarif listrik dengan skema diskon 50% bagi pelanggan 450 VA dan diskon25% bagi pelanggan 900 VA, dari Juli-September. “Perkiraan kebutuhan anggaranmencapai Rp7,5 triliun,” ujar Yustinus.
Pemerintah juga mempercepat penyaluran Bantuan Langsung Tunai (BLT) Desa. Dijelaskan, Dana Desa TA 2021 diprioritaskan untuk BLT Desa dalam rangkamembantu masyarakat miskin di Desa yang terdampak Covid-19. BLT Desa, diberikan kepada keluarga miskin atau tidak mampu di desa dengan besaran Rp 300.000/KPM/bulan.
“Proyeksi anggaran Rp28,8 triliun dengan target penerima 8 juta KPM,” katanya.
Selain itu, kata dia, pemerintah juga melakukan percepatan pencairan PKH dan Kartu Sembako pada awal Juli 2021 serta Kartu Sembako harus mencapai target pada APBN 2021, yaitu 18,8 juta penerima.

Untuk PKH, alokasi tahun 2021 sebesar Rp 28,31 triliun, sampai kuartal dua sudah terealisasi Rp 13,96 triliun. Sementara alokasi Kartu Sembako TA 2021 mencapai Rp42, 37 triliun dengan realisasi sampai Juni Rp17,75 triliun.
“Langkah saat PPKM Darurat adalah pemenuhan target awal 18,8 juta KPM sertapercepatan penyaluran pada awal Juli 2021,” katanya.
Selain itu, kata Yustinus, pemerintah juga menambah target Bantuan Presiden/Banpres Produktif Usaha Mikro (BPUM) bagi tiga juta penerima baru.
Pada kuartal I dan II realisasi mencapai Rp11,76 triliun dengan penerima 9,8 juta usahamikro. Ada pun pada kuartal III, alokasi Rp3, 6 triliun dengan target 3 juta usaha mikro dengan penyaluran pada Juli-September 2021.
Dari nilai tersebut Rp 50,84 triliun untuk mendukung pelakuusaha seperti pengurangan angsuran per bulan PPh Pasal 25, Penurunan tarif PPhBadan, Pengembalian Pendahuluan PPN, dan lainnya.
Selanjutnya, pemerintah juga melanjutkan program prakerja. Realisasi per 30 Juni mencapai Rp 10 triliun dengan 2,8 juta peserta. Dilakukan pada semester II dengan anggaran dan jumlah peserta yang sama.
Tiap-tiap peserta memperoleh manfaat pelatihan senilai Rp 1 juta, manfaat insentif pelatihan Rp 2,4 juta (Rp 600 ribu/bulan untuk 4 bulan), manfaat insentif survei Rp150 ribu (tiga kali survei). Sehingga manfaat masing-masing peserta Rp 3,55 juta.
Upaya mendorong konsumsi masyarakat juga dilakukan dengan PPN pembelian rumah kendaraan ditanggung pemerintah dengan total nilai Rp 6,83 triliun.
Serta meningkatkan daya beli pegawai dan karyawan dengan insentif PPh 21 senilai Rp5,16 triliun, sehingga total program perlindungan sosial Rp 149,08 triliun. ***

The government has also accelerated the distribution of Village Cash Direct Assistance (BLT). “The projected budget is IDR 28.8 trillion with a target recipient of 8 million KPM,” he said.
