PDAM Tritanadi Berubah Status Jadi Perumda | OBROLANBISNIS.com — Pemerintah Provinsi Sumatera Utara (Pemprov Sumu) terus berupaya meningkatkan kualitas pelayanan Perusahaan Daerah Air Minum (PDAM) Tirtanadi kepada masyarakat.

Salah satu caranya adalah mengubah bentuk badan hukum PDAM Tirtanadi menjadi Perusahaan Umum Daerah (Perumda) Tirtanadi, yang saat ini sedang dalam proses pengesahan di DPRD Sumut.

Berdasarkan Undang-undang nomor 23 tahun 2014 keseluruhan modal Perumda dimiliki oleh daerah, berbeda dengan Perseroan Daerah yang sahamnya bisa dibagi kepada investor. Dengan begitu, Tirtanadi diharapkan lebih fokus memberikan pelayanan kepada masyarakat ketimbang mencari laba.

Hal ini diungkapkan Wakil Gubernur (Wagub) Sumut, Musa Rajekshah saat membacakan Tanggapan/Jawaban Gubernur Sumut terhadap Pandangan Umum Fraksi atas Ranperda tentang PDAM Tirtanadi di Ruang Rapat Paripurna DPRD Sumut, Jalan Imam Bonjol Nomor 5, Medan, Rabu, 14 Juli 2021.



“Melalui bentuk badan hukum Perumda, Pemprov Sumut akan lebih mudah dalam pengembangannya, menentukan batas bawah serta kebijakan lain, seperti subsidi kepada masyarakat kurang mampu dan peningkatan kualitas. Jadi, Tirtanadi akan lebih fokus pada peningkatan pelayanan kepada masyarakat. Kita terus berkomitmen untuk mengembangkan kualitas dan kuantitas PDAM Tirtanadi,” kata Wagub Musa Rajekshah.

Upaya ini dilakukan agar semakin meratanya masyarakat Sumut mendapatkan air bersih sehingga mengurangi penggunaan air tanah. Semakin banyaknya masyarakat yang menjadi konsumen PDAM Tirtanadi tentu juga akan memberikan dampak kepada Pendapatan Asli Daerah (PAD).

Menanggapi hal ini, Ketua DPRD Sumut Baskami Ginting mengatakan perlunya peningkatan Sumber Daya Manusia (SDM) dan teknologi pada PDAM Tirtanadi. Dengan begitu, pelayanan kepada masyarakat bisa lebih maksimal lagi.

“Kita ingin masyarakat mendapatkan air bersih yang layak, merata dan pengelolaan perusahaan yang profesional. Kalau kita lihat PDAM sedang memantapkan transformasinya ke digital, meningkatkan kualitas SDM-nya, ini sangat bagus untuk kemajuan ke depannya,” kata Baskami Ginting usai rapat.

Baskami juga berharap tidak ada lagi masyarakat yang merasa dirugikan atas pelayanan PDAM Tirtanadi. Tirtanadi diharapkan lebih mengutamakan fungsi sosialnya ketimbang fungsi ekonomi.

“Perumda mengutamakan layanan kepada masyarakat, pembangunan, jadi kita harap fungsi sosial Tirtanadi lebih menonjol setelah berubah menjadi Perumda. Kita akan sama-sama memantau ini,” katanya.


Selain membahas Ranperda tentang perubahan badan hukum PDAM Tirtanadi, pada kesempatan ini juga dilakukan penyampaian laporan hasil kegiatan reses III Tahun Sidang II 2020-2021 anggota DPRD Sumut, penyampaian pendapat akhir fraksi terhadap Ranperda tentang bantuan hukum untuk masyarakat kurang mampu dan perubahan kelengkapan DPRD Sumut masa tugas 2019-2022.

Turut hadir pada kesempatan ini Pj Sekdarov Sumut Afifi Lubis, Asisten Perekonomian dan Pembangunan Arief Trinugroho, Wakil Ketua II DPRD Sumut Harun Mustafa Nasution, Wakil Ketua III DPRD Sumut Rahmansyah Sibarani, dan Dirut PDAM Tirtanadi Kabir Bedi. This effort is made so that the people of North Sumatra get clean water more evenly, thereby reducing the use of ground water. The increasing number of people who become consumers of PDAM Tirtanadi will of course also have an impact on Regional Original Income (PAD).

In response to this, the Chairman of the North Sumatra DPRD, Baskami Ginting, said that there is a need to improve Human Resources (HR) and technology at PDAM Tirtanadi. In this way, the service to the community can be maximized.



“We want the community to get decent, equitable clean water and professional company management. If we see that PDAM is solidifying its transformation to digital, improving the quality of its human resources, this is very good for future progress,” said Baskami Ginting after the meeting.

Baskami also hopes that no more people will feel disadvantaged by the services of PDAM Tirtanadi. Tirtanadi is expected to prioritize social functions over economic functions.

“Perumda prioritizes service to the community, development, so we hope that Tirtanadi’s social function will be more prominent after changing to Perumda. We will monitor this together,” he said.
