Sehingga dapat segera dimanfaatkan masyarakat di tengah pandemi Covid-19 dan Pemberlakuan Pembatasan Kegiatan Masyarakat (PPKM).

Sebab hingga kini, baru dua daerah di Sumut yang menyalurkan bantuan tersebut hingga Juli 2021. Sementara daerah lainnya penyalurannya masih sampai Mei bahkan ada yang Januari 2021.

“Kita berharap seluruh kabupaten/kota menyegerakan ini, karena masyarakat kita sangat membutuhkan bantuan dalam kondisi perekonomian sulit sekarang ini,” ujar Gubernur Edy Rahmayadi usai mengikuti Rapat Koordinasi Virtual bersama Menteri Koordinator (Menko) Perekonomian RI Airlangga Hartarto dan kementerian terkait, serta sejumlah gubernur, dalam hal penanganan pandemi Covid-19, di Rumah Dinas Gubernur, Jalan Jenderal Sudirman Nomor 41 Medan, Sabtu, 24 Juli 2021.

Hadir Kadis Pemberdayaan Masyarakat dan Desa Aspan Sofian, Kadis Komunikasi dan Informatika Irman Oemar, Kepala Badan Pengelolaan Keuangan dan Aset Daerah Ismael Sinaga, Kadis Tenaga Kerja Baharuddin Siagian, Plt Kadis Kesehatan Aris Yudhariansyah, serta tim Satgas Covid-19 Sumut.



Gubernur juga menyampaikan tentang ketersediaan tempat tidur di Rumah Sakit (RS) terkait penanganan pasien Covid-19. Disebutkan, kamar isolasi sebanyak 4.133 dan tempat tidur ICU Covid-19 sebanyak 375 unit, dari 125 RS yang merawat pasien Covid-19.

Termasuk tambahan, targetnya sebanyak 1.000 tempat tidur dari beberapa tempat yang direncanakan seperti RS Martha Friska II, Asrama Haji Medan, Eks RS Lions Club dan Wisma Atlet Jalan Pancing Medan.

Sementara itu, terkait BLT DD, Kadis Pemberdayaan Masyarakat dan Desa Aspan Sofian menyampaikan hingga kini, Pemprov Sumut sudah dua kali menyurati pemerintah kabupaten/kota, meminta untuk mendorong percepatan penyaluran BLT DD, sebab dana dimaksud sejatinya sudah tersedia. Meskipun sebagian besar di provinsi lain, juga terjadi hal serupa.

“Yang sudah mencapai bulan Juli (penyaluran BLT DD) baru Nias Selatan, dan Pakpak Bharat yang sampai Juni 2021. Sementara yang lainnya masih sampai Mei, bahkan ada yang Januari,” sebut Aspan.

Ada pun kendala yang dihadapi, berdasarkan hasil koordinasi dengan pemerintah kabupaten/kota, para Kepala Desa terlambat menyusun anggaran pendapatan dan belanja desa (APBDes). Untuk itu Pemprov Sumut berharap pendamping desa dapat membantu percepatan pengesahan APBDes tersebut.

“Demikian juga Dinas Pemberdayaan Masyarakat dan Desa (PMD) agar dapat mendorong realisasi anggaran yang sudah kita programkan untuk bantuan kepada masyarakat,” pungkasnya.

Sebelumnya, dalam rapat koordinasi, Menko Perekonomian RI Airlangga Hartarto menyampaian saat ini penularan Covid-19 masih terus meningkat, meskipun tingkat kesembuhan juga naik. Karenanya pemberlakuan pembatasan kegiatan masyarakat (PPKM) masih diterapkan, mulai dari level I hingga level IV, tergantung kondisi di setiap wilayah. Sehingga seluruh kepala daerah diminta memberikan sosialisasi ke masyarakat agar tetap disiplin menjalankan protokol kesehatan (Prokes).

Airlangga juga menyebutkan bahwa Presiden RI Joko Widodo meminta gubernur serta kepala daerah untuk menyiapkan tambahan tempat tidur untuk perawatan pasien dan menyiapkan tempat isolasi mandiri. Sebagaimana saran dari Kementerian Kesehatan dalam pertemuan itu, bahwa kabuapten/kota dengan tingkat penggunaan tempat tidur (pasien Covid-19) atau BOR di atas 80 %, perlu mengonversinya menjadi 40%.

“Jika kebutuhan tempat tidur RS belum terpenuhi, konversi RS menjadi khusus Covid-19 dan pembangunan RS lapangan/darurat Covid-19 dapat dilakukan. Para kepala daerah juga, agar memastikan seluruh RS mengisi laporan harian (penggunaan) oksigen terlampir, dan koordinasi kebutuhan dengan Kemenkes,” sebut Wakil Menteri Kesehatan RI Dante Saksono.


Selanjutnya, Menteri Keuangan Sri Muliani menyampaikan data perkembangan kebijakan perlindungan sosial, khususnya penyaluran BLT DD yang hingga kini persentasenya masih rendah. Sebanyak 161 daerah (37,10 persen dari 434 daerah), realisasinya di bawah 15 persen dari anggaran. Hanya 22 daerah (5,07 persen) yang penyalurannya sudah di atas 50 persen, berdasarakan data per 22 Juli 2021. ***
