Realisasi Anggaran Picu Pertumbuhan Ekonomi Sumut | OBROLANBISNIS.com Gubernur Sumatera Utara (Sumut) Edy Rahmayadi meminta para kepala daerah tidak ragu untuk merealisasikan anggaran. Dari 1 Januari hingga 24 September 2021, realisasi Anggaran Pendapatan dan Belanda Daerah (APBD) Pemerintah Provinsi (Pemprov) Sumut mencapai 57,02% atau sekitar Rp7,82 triliun. Capaian ini meningkat 7,72% usai mendapat apresiasi dari Menteri Dalam Negeri Muhammad Tito Karnavian 18 Agustus 2021 lalu.

Percepatan serapan anggaran juga diikuti Pemerintah Daerah lainnya seperti Kabupaten Langkat 56,48%, Serdangbedagai 55,76 dan Tapanuli Tengah 55,63%. Total serapan anggaran APBD Sumut per 24 September mencapai48,92%.

“Tahun anggaran ini tersisa kurang lebih tiga bulan lagi, jangan ragu merealisasikan anggaran tetapi tepat dan benar. Di sini ini kita berdiskusi dengan Kejatisu, Kapolda, BPK dan BPKP, jadi tidak ada lagi alasan takut,” kata Gubernur Edy Rahmayadi saat acara Rapat Koordinasi Evaluasi PPKM dan Penyerapan Anggaran Penanganan Covid-19 se-Sumut di Hotel Grand Aston City Hall, Medan, Senin, 27 September 2021.


Rakor tersebut dibuka secara resmi Gubernur Edy Rahmayadi yang ditandai dengan pemukulan gong. Kemudian dilanjutkan diskusi dengan narasumber Gubernur Sumut, Kapolda Sumut Irjen Pol R.Z Panca Putra, Kepala Kejaksaan Tinggi (Kejati) Sumut IBN Wiswantanu, Kepala Badan Pemeriksa Keuangan (BPK) Perwakilan Sumut Eydu Oktain Panjaitan, dan Kepala Perwakilan Badan Pengawasan Keuangan dan Pembangunan (BPKP) Sumut Kwinhatmaka. Sementara yang menjadi peserta antara lain Kepala Daerah se-Sumut bersama unsur Forkopimda.

Pada saat diskusi, Edy Rahmayadi menjelaskan lambatnya serapan anggaran terjadi karena beberapa faktor seperti Sumber Daya Manusia (SDM) yang kurang mumpuni, takut kepada Aparat Penegak Hukum (APH) dan faktor alam. Selain karena faktor alam, dia berharap tidak terjadi Sisa Lebih Pembiayaan Anggaran Tahun (SILPA).

“Kelola keuangan yang baik berarti tidak ada SILPA, selain karena faktor alam ya seperti bencana atau yang lainnya sehingga program itu tidak bisa dijalankan. Kalau karena SDM dan keragu-raguan itu bisa diatasi, karena itulah kita berkumpul di sini,” terang Edy Rahmayadi.

Dia juga mengingatkan selain APBD realisasi anggaran penanganan Covid-19 juga secepatnya dilakukan. Per 18 September 2021 Sumut telah merealisasikan anggaran Covid-19 50,7% atau sekitar 87,2 miliar.

“Ini yang pengelola anggaran banyak takut dan ragu. Kita juga dalam bertindak tidak mungkin langsung tangkap ada upaya-upaya yang dilakukan sebelumnya,” tegas Panca.

Sementara itu, Kejati Sumut IBN Wiswantanu mengatakan upaya pemulihan ekonomi dilakukan dengan tetap menekan penyebaran Covid-19. Protokol kesehatan dan percepatan vaksinasi saat ini menjadi senjata utama dalam menekan penyebaran penyakit ini.

“Saat ini kita tidak ada lagi yang level 4, tetapi itu jangan membuat kita lengah karena untuk memulihkan ekonomi kita tetap harus mengendalikan penyebaran Covid-19,” tambahnya.
