Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi Tjahjo Kumolo menetapkan Kementerian Perdagangan meraih 7 zona integritas Wilayah Bebas Korupsi dan Wilayah Birokrasi Bersih Melayani (WBK/WBBM) tahun 2021.
Penetapan yang digelar secara hibrida di Artotel Suites Mangkuluhur Jakarta ini dihadiri Wakil Presiden KH Ma’ruf Amin.
Menteri Perdagangan, Muhammad Lutfi menegaskan, ke depan seluruh pimpinan di Kementerian Perdagangan harus dapat meraih predikat Wilayah Bebas Korupsi dan Wilayah Birokrasi Bersih Melayani (WBK/WBBM) ini.

“Saya sangat mengapresiasi capaian ini. Namun ke depan, saya minta Inspektorat Jenderal harus mengawal agar lebih banyak lagi unit di Kementerian Perdagangan yang mendapatkan predikat Wilayah Bebas Korupsi dan Wilayah Birokrasi Bersih Melayani (WBK/WBBM) ini,” pesan Mendag.
Unit Kemendag yang mendapat Wilayah Bebas Korupsi dan Wilayah Birokrasi Bersih Melayani (WBK/WBBM) tahun ini adalah Pusat Pengembangan Sumber Daya Kemetrologian, Direktorat Perundingan Multilateral, Balai Standardisasi dan Metrologi Legal (BSML) Regional II, BSML Regional III, Balai Sertifikasi, Indonesian Trade Promotion Centre (ITPC) Milan, dan ITPC Osaka. Capaian Zona Integritas tersebut melampaui target yang telah ditetapkan yaitu 3 unit WBK/WBBM.
Sementara itu, Inspektorat Jenderal Kementerian Perdagangan, Didid Noerdiatmoko yang hadir didampingi Inspektur IV, Olvy Andrianita, menegaskan, tujuh unit peraih Wilayah Bebas Korupsi telah menunjukkan perubahan besar dalam banyak hal.
Dikatakannya, tujuh unit peraih WBK ini telah menunjukan adanya perubahan/inovasi dalam enam area yaitu manajemen perubahan, tata laksana, manajemen SDM, akuntabilitas, pelayanan publik, dan pengawasan dalam rangka peningkatan kualitas pelayanan dan bermanfaat bagi masyarakat, serta terciptanya birokrasi bersih, akuntabel, dan kapabel.

“Faktor kunci keberhasilan lainnya juga diwujudkan dengan adanya keterlibatan dan komitmen pimpinan dalam mendorong serta memantik semangat untuk melakukan perbaikan tata kelola pemerintahan yang lebih baik, termasuk komunikasi pimpinan dalam menyampaikan diferensiasi unit,” tegasnya.
Menurutnya, pembangunan zona integritas di Kemendag sejalan dengan amanah Presiden RI, yaitu mencegah korupsi, kerja serius, cepat, keras dan berorientasi hasil, tidak bekerja rutinitas, serta mencari solusi di lapangan.
“Pembangunan zona integritas di Kemendag adalah proses perubahan birokrasi tanpa henti untuk menjadi semakin efektif dan efisien dalam memberikan pelayanan prima yang dampaknya dapat dirasakan langsung oleh masyarakat sebagaimana yang diamanatkan Presiden,” tegas Didid.
Seperti diketahui, penghargaan zona integritas Wilayah Bebas Korupsi (WBK) diberikan kepada unit kerja yang memenuhi sebagian besar manajemen perubahan, penataan tatalaksana, penataan sistem manajemen SDM, penguatan pengawasan, dan penguatan akuntabilitas kinerja.
Sedangkan predikat Wilayah Birokrasi Bersih dan Melayani (WBBM) adalah predikat yang diberikan kepada suatu unit kerja yang telah memenuhi sebagian besar kelima program pada WBK di atas ditambah dengan program penguatan kualitas pelayanan publik.

Wapres KH Ma’ruf Amin berpesan, agar peraih predikat Wilayah Bebas Korupsi dan Wilayah Birokrasi Bersih Melayani (WBK/WBBM) dapat memperkuat komitmen antukorupsi dan melayani.
“Predikat WBK/WBBM yang diraih bukan sebagai wujud apresiasi semata tetapi harus mencerminkan komitmen unit di seluruh instansi pemerintah untuk senantiasa menjadi icon birokrasi yang melayani, bersih dan bebas dari korupsi serta tidak berhenti pada kegiatan yang sifatnya ceremonial dan administratif, namun harus termanifestasikan dalam budaya kerja organisasi agar masyarakat dapat merasakan pelayanan publik yang cepat, mudah, murah dan infkusif,” katanya.
Sementara itu, Menteri PANRB, Tjahjo Kumolo menyatakan, konsep Reformasi Birokrasi merupakan katalisator untuk mewujudkan Good and Clean Government (GCG) untuk mendukung pembangunan nasional.
“Pak Jokowi ingin bagaimana pelayanan publik itu bisa tepat, perijinan itu bisa cepat dan bagaimana reformasi birokrasi yang panjang menjadi pendek. Sehingga dapat membantu mendorong pembangunan ekonomi secara nasional,” sebut Tjahjo.

The Ministry of Trade units that received WBK/WBBM this year were the Metrological Resource Development Center, Directorate of Multilateral Negotiations, Regional II Standardization and Legal Metrology (BSML), BSML Regional III, Certification Center, Indonesian Trade Promotion Center (ITPC) Milan, and ITPC Osaka . As is known, the WBK integrity zone award is given to work units that fulfill most of the change management, management arrangements, HR management system arrangements, strengthening supervision, and strengthening performance accountability.

Meanwhile, the Minister of PANRB, Tjahjo Kumolo stated, the concept of Bureaucratic Reform is a catalyst to realize Good and Clean Government (GCG) to support national development.
“Pak Jokowi wants how public services can be precise, licensing can be fast and how long bureaucratic reforms can be shortened. So that it can help encourage economic development nationally,” said Tjahjo.
