Korps Bhayangkara Diterpa Isu Suap dan Narkoba | Pimpinan Layak Dievaluasi | OBROLANBISNIS.com — Rentetan kabar buruk menerpa institusi Korps Bhayangkara. Gegara kasus suap dan narkoba yang menguap di wilayah hukum Kepolisian Daerah Sumatera Utara (Polda Sumut), dinilai telah merusak citra Polri.
Seperti halnya kasus 11 personil Polri di Polresta Tanjungbalai dalam beberapa waktu lalu, terjadi penggelapan barang haram jenis sabu. Lebih santer lagi, skandal suap istri terduga bandar narkoba yang melibatkan beberapa personel kepolisian di Polrestabes Medan.
“Nah, dari kasus perkasus, ini memperlihatkan citra buruk polisi di Sumut. Yang jadi sorotan adalah pucuk pimpinan wilayah, seperti di Sumut itu, ya Kapolda. Artinya apa, di situ ada kegagalan Kapolda Sumut melakukan pembinaan, pengawasan serta koordinasi dengan bawahan. Kalau sudah gagal, ya layak diganti!” tegas Sekretaris Pusat Studi Pembaharuan Hukum dan Peradilan (Pushpa), Nuriono SH, kepada wartawan, Selasa, 25 Januari 2022.
Dalam hal ini, lanjut mantan Direktur LBH Medan tersebut, adalah seorang Kapolda Sumut yang harus dan nyata bertanggungjawab. Apalagi, visi misi Polri yang presisi sebagai amanah Kapolri Jenderal Listyo Sigit Prabowo kepada jajaran.

Diketahui bahwa Presisi merupakan singkatan dari Prediktif, Responsibilitas, Transparasi, dan Berkeadilan, membuat pelayanan dari kepolisian lebih terintegrasi, modern, mudah dan cepat.
Karena itu, Nuriono yang juga sebagai pengacara sekaligus pengamat hukum ini menilai, terdapat ketegasan dari Kapolri melalui visi Presisi tersebut.
“Ini yang perlu dicermati semua pihak termasuk Kapolri sendiri. Jangan hukum itu tajam ke bawah namun tumpul ke atas. Apalagi, kalau berkaca dari kasus skandal suap dan penggelapan uang oleh oknum Polrestabes Medan sangat memalukan sekali. Jelas ini merupakan tamparan dan gambaran kebobrokan mental aparat,” papar pria
berkacama tersebut.
Sebenarnya, urai kuasa hukum yang dikenal vokal ini, kasus penggelapan barang bukti sabu yang dilakukan oknum Polresta Tanjungbalai sudah menjadi warning bagi Kapolda Sumut yang dijabat Irjen Pol RZ Panca Putra Simanjuntak,
untuk lebih menjalin koordinasi dengan jajaran.
“Tapi buktinya kita lihat sendiri, dalam waktu singkat, tak lama berselang muncul lah kasus demi kasus baru. Kalau kita beber satu persatu kasusnya, mungkin lebih dari dua yang terungkap di masyarakat,” ujar Nuriono lagi.
Untuk itu, katanya, Kapolri Jenderal Listyo Sigit Prabowo diimbau melakukan evaluasi terhadap Kapolda Irjen Pol RZ Panca Putra Simanjuntak. “Jangan sampai hal-hal seperti ini merugikan citra kepolisian dan menjadi preseden buruk terhadap kinerja Kapolri, sebagai pimpinan tertinggi,” cetusnya.
Nuriono juga berpendapat bahwa terhadap personil yang menjadi pelaku kejahatan tetap disanksi tegas. Meski ada perdamaian, namun pidana tetap jalan. Polda Sumut, kata dia, harusnya menjadi barometer di Indonesia bagi Polda-Polda lainnya. Karena itulah diperlukan sikap yang tegas sesuai serta sejalan dengan slogan Presisi Kapolri.
“Pemberian hukuman tidak boleh diskriminatif. Jangan tebang pilih terhadap sipil. Hukuman maksimal dialami Bintara, namun tidak oleh atasannya seperti perwira. Ini sudah sangat umum dan lazim terjadi. Jadi sekali lagi, saya tegaskan kalau jabatan Kapolda Sumut sudah pantas dievaluasi,” tandas Nuriono.
Tagih Janji Kapolri
Senada disuarakan Ketua Wadah Generasi Anak Bangsa (WGAB) Sumut, Gerson Siringoringo. “Sudah jelas sekali Kapolda Sumut itu gagal. Lihat saja oknum polisi di Tanjungbalai yang berani menggelapkan barang bukti sabu hingga harus dituntut hukuman mati. Belum lagi itu selesai, sudah muncul kasus suap menjerat oknum di Polrestabes Medan,” kata Gerson.
Menurutnya, Kapolri harus komit memberantas kasus narkoba di Sumut. “Kalau memang sudah tidak layak lagi, ganti saja Kapolda-nya. Kita tagih janji Kapolri untuk menciptakan polisi yang presisi. Janji menindak pimpinan alias ‘potong kepala’ bukan potong badan ataupun ekor. Karena akan menjadi contoh bagi pimpinan lainnya, agar tidak main-main dalam membina anggota terutama menyangkut kasus narkoba,” terang Gerson.
Karena, selaku anak bangsa, Gerson merasa prihatin terkait semakin maraknya peredaran narkotika di Sumut.
