Mendag Lutfi: Migor Curah Sudah Tersedia di 10 Ribu Titik | OBROLANBISNIS.com — Menteri Perdagangan (Mendag), Muhammad Lutfi memastikan sistem distribusi closed loop Minyak Goreng Curah Rakyat dengan harga terjangkau berjalan sesuai rencana.
“Kementerian Perdagangan mencatat telah ada lebih dari 10 ribu pengecer minyak goreng (migor) curah, dan jumlah ini akan terus ditingkatkan,” beber Mendag Lutfi saat meninjau Pasar Kampung Ambon, Jakarta Timur, Selasa, 7 Juni 2022.
“Kami meninjau langsung ketersediaan pasokan dan keterjangkauan harga dari Program Minyak Goreng Curah Rakyat dalam jaringan closed loop Pelaku Usaha Jasa Logistik dan Eceran (PUJLE). Dalam dua minggu, program minyak goreng curah rakyat akan menjangkau 10 ribu pengecer yang termasuk dalam 10 ribu titik yang telah ditetapkan. Kemendag berencana untuk menaikkan targetnya menjadi 30 ribu pengecer di 10 ribu titik penjualan di pasar,” kata Mendag Lutfi didampingi Direktur Jenderal Perdagangan Dalam Negeri Kemendag Oke Nurwan.
Mendag Lutfi juga mengatakan, semua segmentasi distribusi minyak goreng curah rakyat ini dijalankan melalui aplikasi digital sehingga proses distribusi dapat dipantau secara real time.
“Sifat real time ini juga memungkinkan pemerintah mengetahui jika ada hambatan atau ketersendatan distribusi,” jelas Mendag Lutfi.
Distribusi migor curah, lanjut Mendag Lutfi, dikoordinasikan dengan Satuan Tugas Pangan Kepolisian Republik Indonesia, Kejaksaan Agung, dan Tentara Nasional Indonesia.
“Oleh sebab itu, kami minta pelaku usaha dalam tata niaga minyak goreng untuk mengikuti aturan pemerintah. Hal ini demi memastikan ketersediaan dan keterjangkauan minyak goreng curah di masyarakat,” kata Mendag Lutfi.
Program Minyak Goreng Curah untuk Rakyat (MGCR) menyediakan minyak goreng curah hasil alokasi untuk dalam negeri (domestic market obligation/DMO) kepada masyarakat dengan harga Rp14.000/liter atau Rp15.500/kg.
Program ini melibatkan produsen CPO sebagai pemasok bahan baku migor, produsen sebagai pemasok migor curah, pelaku usaha jasa logistik eceran (PUJLE) dan distributor dalam Sistem Informasi Minyak Goreng Curah (SiMIRAH), pengecer, serta eksportir.
Program ini diatur melalui Peraturan Menteri Perdagangan (Permendag) Nomor 33 Tahun 2022 tentang Tata Kelola Program Minyak Goreng Curah Rakyat (MGCR) untuk mengoptimalkan pendistribusian minyak goreng curah, mulai berlaku pada 23 Mei 2022.
Permendag ini mengatur kewajiban bagi seluruh produsen crude palm oil(CPO) dan/atau eksportir CPO, refined, bleached and deodorized palm oil (RBD Palm Oil); refined, bleached and deodorized palm olein (RBD palm olein), dan used cooking oil (UCO) untuk berpartisipasi dalam program MGCR. Sedangkan, produsen yang tidak berpartisipasi dilarang mengekspor produk-produk tersebut.
Ekspor CPO
Mendag Lutfi juga menyampaikan komitmen pemerintah untuk menggiatkan kembali ekspor CPO dan produk turunannya.
Menurut Mendag Lutfi, pemerintah berkomitmen untuk mendorong kenaikan harga tandan buah segar (TBS) di tingkat petani.
“Kami juga memastikan bahwa ekspor akan berlangsung segera. Dengan begitu, kami akan memastikan bahwa harga TBS di tingkat petani juga akan baik. Target kita adalah tidak kurang dari Rp2.500/kg, bahkan setidaknya mencapai Rp3.000/kg pada kesempatan pertama,” kata Mendag Lutfi.
Per 5 Juni 2022, Kementerian Perdagangan telah menerbitkan 251 persetujuan ekspor (PE) untuk minyak sawit mentah (CPO) dan produk turunannya.
PE tersebut adalah untuk ekspor 305.032 ton CPO dan produk turunannya. Jumlah tersebut mencakup sekitar 29 persen dari rencana ekspor untuk periode Juni yang sebesar 1.040.040 ton. ***
Trade Minister Lutfi: Bulk Migor is Available at 10 Thousand Spots | OBROLANBISNIS.com — The Minister of Trade (Mendag), Muhammad Lutfi ensured that the closed-loop distribution system of People’s Bulk Cooking Oil at affordable prices went according to plan.
“The Ministry of Trade noted that there have been more than 10 thousand bulk cooking oil (migor) retailers, and this number will continue to be increased,” explained Trade Minister Lutfi during a visit to Kampung Ambon Market, East Jakarta, Tuesday, June 7, 2022.
“We are directly reviewing the availability of supply and affordability of the People’s Bulk Cooking Oil Program in the closed loop network of Logistics and Retail Business Actors (PUJLE). Within two weeks, the people’s bulk cooking oil program will reach 10 thousand retailers who are included in the 10 thousand points that have been set. The Ministry of Trade plans to increase its target to 30 thousand retailers at 10 thousand points of sale in the market,” said Trade Minister Lutfi accompanied by the Director General of Domestic Trade of the Ministry of Trade Oke Nurwan.
Trade Minister Lutfi also said that all segmentation of the distribution of people’s bulk cooking oil is carried out through a digital application so that the distribution process can be monitored in real time.
“This real-time nature also allows the government to know if there are obstacles or delays in distribution,” explained Trade Minister Lutfi.
The distribution of bulk migraine, continued the Minister of Trade Lutfi, is coordinated with the Food Task Force of the Indonesian National Police, the Attorney General’s Office, and the Indonesian National Armed Forces.
“Therefore, we ask business actors in the cooking oil trade system to follow government regulations. This is to ensure the availability and affordability of bulk cooking oil in the community,” said Trade Minister Lutfi.
The Bulk Cooking Oil Program for the People (MGCR) provides bulk cooking oil allocated for domestic use (domestic market obligation/DMO) to the public at a price of Rp. 14,000/liter or Rp. 15,500/kg.
This program involves CPO producers as suppliers of raw materials for migration, producers as suppliers of bulk migrants, retail logistics service business actors (PUJLE) and distributors in the Bulk Cooking Oil Information System (SiMIRAH), retailers, and exporters.
This program is regulated through the Minister of Trade Regulation (Permendag) Number 33 of 2022 concerning Governance of the People’s Bulk Cooking Oil Program (MGCR) to optimize the distribution of bulk cooking oil, effective on 23 May 2022.
This Permendag regulates the obligations of all producers of crude palm oil (CPO) and/or exporters of CPO, refined, bleached and deodorized palm oil (RBD Palm Oil); refined, bleached and deodorized palm olein (RBD palm olein), and used cooking oil (UCO) to participate in the MGCR program. Meanwhile, producers who do not participate are prohibited from exporting these products.
CPO Export
Trade Minister Lutfi also conveyed the government’s commitment to reactivate exports of CPO and its derivative products.
According to Trade Minister Lutfi, the government is committed to pushing up the price of fresh fruit bunches (FFB) at the farmer level.
“We also ensure that exports will take place soon. That way, we will ensure that the price of FFB at the farm level will also be good. Our target is no less than Rp2,500/kg, even at least Rp3,000/kg at the first opportunity,” said Trade Minister Lutfi.
As of June 5, 2022, the Ministry of Trade has issued 251 export approvals (PE) for crude palm oil (CPO) and its derivative products.
The PE is for export of 305,032 tons of CPO and its derivative products. This amount covers about 29 percent of the export plan for the June period which is 1,040,040 tons. ***
