Kenaikan Harga Rumah

Ketua Umum DPP APERSI, Junaidi Abdillah mengaku, serapan perumahan sejak pandemi yang melanda dua tahun lalu, sangat dirasakan pihak pengembang perumahan subsidi.

“Semenjak Covid – 19, harga kebutuhan material perumahan terbilang mengalami kenaikan.

Hambatan Program Sejuta Rumah

Government Encourages APERSI to Present Vertical Housing in Urban Areas | OBROLANBISNIS.com — The National Working Meeting of the Association of Housing and Settlement Developers (Rakernas APERSI) took place in Medan City, North Sumatra Province, Tuesday, July 26, 2022.

Various developments and issues related to Subsidized Public Housing Credit (KPR) to adjust house prices for Low-Income Communities (MBR).

The APERSI National Working Meeting was attended by Director General of Infrastructure Financing of the Ministry of PUPR, Herry Trisaputra Zuna; Deputy President Director of Bank BTN, Nixon LP Napitupulu; Chairman of the DPP APERSI, Junaidi Abdillah; The chairman of the North Sumatra APERSI DPD, Irwansyah Putra, represented the Governor of North Sumatra and APERSI members from all provinces, districts and cities.

Director General of Infrastructure Financing of the Ministry of PUPR, Herry Trisaputra Zuna on the sidelines of the APERSI National Work Meeting to the media crew, said the government had presented a subsidized program for facilitating assistance in the form of Housing Financing Liquidity Facilities (FLPP) for the community.

“Nationally, the FLPP KPR has so far been felt by as many as 220 thousand beneficiaries. The government also provides savings-based financing assistance. In addition, Kapera KPR which is intended for ASN (State Civil Apparatus). There is also an LPP program for non-Kapera,” said Herry.

Herry also revealed, to encourage low-income people to immediately own a house, the government has made various efforts by picking up the ball, such as meeting and visiting the community directly.

“Just like what has been done in the market strike program, we (the government) visit market traders who do not yet own a house, to offer subsidized housing facilities that can be used for people who do not have a home,” he explained.

Director General of Infrastructure Financing of the Ministry of PUPR added that public interest in subsidized housing remains high. “The availability of cheap houses has become a necessity for the community. Seeing the public’s interest in subsidized housing continues to grow, then in 2023, the plan is to increase the FLPP to 220 thousand beneficiaries, but the realization depends on the price of the house. Last year, 200 FLPP had been distributed. thousands of beneficiaries nationally,” he said.

Vertical Housing

Director General of Infrastructure Financing of the Ministry of PUPR, Herry Trisaputra Zuna, encouraged APERSI to provide vertical housing in urban areas.

“Vertical housing is a solution for urban people to get a house. So, people no longer have to go far to find a house,” he said.

However, Herry admitted that there are still obstacles to realize vertical housing in urban areas. “Land or land issues are an obstacle to providing vertical housing. In addition, land prices are increasingly expensive in urban areas. If you expect from the government to provide vertical housing, it will be a burden for the government to provide subsidies for landed houses. So, the government encourages APERSI to present vertical housing, so that people who live in urban areas can be served by owning a house,” he said.

Medan Potential

The choice of the city of Medan to be the location of the APERSI National Working Meeting in 2022 became a ‘byword’ for the General Chairperson of the APERSI DPP, Junaidi Abdillah.

“Medan was chosen because of its enormous potential for the future of providing low-income houses (MBR). And the APERSI National Working Meeting was held for the first time in Medan for the Sumatran region,” said Junaidi Abdillah.

He explained that the overall realization of subsidized mortgages that APERSI had carried out was 130 thousand units. “Nationally, APERSI’s participation in MBR and the state is 130 thousand units. And it will continue to grow every year,” he said.

House Price Increase

The chairman of the APERSI DPP, Junaidi Abdillah, admitted that the housing absorption since the pandemic that hit two years ago has been felt by the developers of subsidized housing.

“Since Covid-19, the price of housing material needs has increased. However, APERSI has not adjusted house prices. In fact, subsidized housing in the mortgage segment every year has to follow the adjustment in the price of building materials which has increased. Because they are concerned about the pandemic condition, APERSI not increase subsidized housing prices,” he explained.

Over time, the pandemic has passed. “There should be an adjustment to the price of subsidized mortgage housing at this time. The highest price increase is 21 percent, in order to cover the production costs of housing development. If the house price adjustment is not made, then the developer will not be able to produce anymore, along with the increase in materials and land prices that rise significant,” said Junaidi.

Barriers to the Million Houses Program

The development of the subsidized mortgage housing business in the future will face various obstacles. Junaidi Abdillah admitted, many obstacles will be faced, with the sudden emergence of regulations by the regulator.

“Like the Law on Protected Rice Fields (LSD) issued by the government, it is considered to be hampering the one million houses program,” he said.

According to him, the LSD rules do not adjust to the RTRW conditions of each district/city. Currently, LSD has been implemented by the Ministry of Land for the islands of Sumatra, Java, Bali and NTB, but for other areas it has not been implemented.

“This LSD rule will harm and hinder developers from building subsidized mortgage housing, which in the end the realization of the one million houses program will not be produced, because the permits are not issued, so that the community will also be harmed,” he explained.

He admitted that the government encouraged APERSI to present vertical housing in urban areas. “APERSI is ready, but requires collaboration with local governments and SOEs. We know that local governments and SOEs have many assets in urban areas that are considered unemployed. And that can be collaborated with APERSI to provide vertical housing in urban areas,” he explained. ***
