Dirjen Pembiayaan Infrastruktur Kementerian PUPR, Herry Trisaputra Zuna di sela Rakernas APERSI kepada awak media mengatakan, pemerintah telah menghadirkan program subsidi kemudahan bantuan berupa KPR Fasilitas Likuiditas Pembiayaan Perumahan (FLPP) bagi masyarakat.

“Secara nasional, KPR FLPP hingga saat ini telah dirasakan sebanyak 220 ribu penerima manfaat. Pemerintah juga menyediakan bantuan pembiayaan berbasis tabungan. Selain itu, KPR Tapera yang diperuntukan bagi ASN (Aparatur Sipil Negara). Ada juga program LPP untuk non Tapera,” ungkap Herry.

 

 


Herry juga mengungkapkan, untuk mendorong masyarakat berpenghasilan rendah segera memiliki rumah, pemerintah melakukan telah berbagai upaya dengan jemput bola, seperti menjumpai dan mendatangi langsung masyarakat.

“Seperti halnya yang telah dilakukan dalam program gebrak pasar, kita (pemerintah) datangi pedagang pasar yang belum memiliki rumah, untuk menawarkan fasilitas rumah subsidi yang bisa dimanfaatkan bagi masyarakat yang belum punya rumah,” bebernya.

Dirjen Pembiayaan Infrastruktur Kementerian PUPR menambahkan, animo masyarakat terhadap rumah subsidi tetap tinggi. “Ketersediaan rumah murah telah menjadi kebutuhan bagi masyarakat. Melihat animo masyarakat terhadap rumah subsidi terus tumbuh, maka pada tahun 2023, rencananya FLPP ditingatkan menjadi 220 ribu penerima manfaat, namun realisasi itu tergantung terhadap harga rumahnya. Tahun lalu, FLPP yang telah tersalurkan sebanyak 200 ribu penerima manfaat secara nasional,” sebutnya.

Dirjen Pembiayaan Infrastruktur Kementerian PUPR, Herry Trisaputra Zuna mendorong APERSI untuk menghadirkan perumahan vertikal di perkotaan.

“Perumahan vertikal menjadi solusi bagi masyarakat perkotaan untuk memperoleh rumah. Sehingga tidak lagi, masyarakat jauh-jauh untuk mencari rumah,” katanya.

Namun, Herry mengaku, untuk merealisasikan perumahan vertikal di perkotaan masih menemukan kendala. “Masalah tanah atau lahan menjadi kendala untuk menghadirkan perumahan vertikal. Selain itu, semakin mahalnya harga lahan di perkotaan. Jika berharap dari pemerintah menghadirkan perumahan vertikal, maka akan menjadi beban pemerintah dalam memberikan subsidi rumah landed. Maka, pemerintah mendorong APERSI menghadirkan perumahan vertikal, agar masyarakat yang tinggal di perkotaan dapat terlayani memiliki rumah,” ucapnya.

 

 


Potensi Medan

Dipilihnya Kota Medan menjadi lokasi Rakernas APERSI tahun 2022 menjadi ‘buah bibir’ bagi Ketua Umum DPP APERSI, Junaidi Abdillah.

“Medan dipilih karena potensinya sangat besar untuk masa depan penyediaan rumah masyarakat berpenghasilan rendah (MBR). Dan digelarnya Rakernas APERSI baru pertama kali dibuat di Medan untuk wilayah Sumatera,” cetus Junaidi Abdillah.

Ia menjelaskan, secara keseluruhan realisasi KPR Subsidi yang telah APERSI lakukan sebanyak 130 ribu unit. “Secara nasional partisipasi APERSI kepada MBR dan negara sebanyak 130 ribu unit. Dan akan terus bertambah setiap tahunnya,” katanya.

 

 


Kenaikan Harga Rumah

Ketua Umum DPP APERSI, Junaidi Abdillah mengaku, serapan perumahan sejak pandemi yang melanda dua tahun lalu, sangat dirasakan pihak pengembang perumahan subsidi.

“Semenjak Covid – 19, harga kebutuhan material perumahan terbilang mengalami kenaikan. Namun, bagi APERSI tidak melakukan penyesuaian harga rumah. Padahal, rumah segmen KPR bersubsidi setiap tahunnya harus mengikuti penyesuaian harga material bangunan yang mengalami kenaikan. Karena prihatin dengan kondisi pandemi, maka APERSI tidak melakukan kenaikan harga rumah bersubsidi,” jelasnya.

Seiring waktu, pandemi telah berlalu. “Harusnya harga rumah KPR bersubsidi saat ini terjadi penyesuaian kenaikan harga. Paling tinggi sebesar 21 persen, agar menutupi biaya produksi pengembangan perumahan. Jika tidak dilakukan penyesuaian harga rumah, maka pengembang bakal tidak dapat produksi lagi, seiring dengan kenaikan material dan harga tanah yang naik signifikan,” tandas Junaidi.

Hambatan Program Sejuta Rumah

Pengembangan bisnis perumahan KPR bersubsidi di masa depan akan terbentur berbagai hambatan. Junaidi Abdillah mengaku, banyak kendala yang akan dihadapi, dengan munculnya aturan yang secara tiba-tiba oleh regulator.

“Seperti aturan Lahan Sawah Dilindungi (LSD) yang dikeluarkan oleh pemerintah, dinilai akan menghambat program sejuta rumah,” ucapnya.

Menurutnya, aturan LSD tidak menyesuaikan dengan kondisi RTRW masing-masing kabupaten/kota. Saat ini, LSD telah diberlakukan Kementerian Pertanahan untuk Pulau Sumatera, Jawa, Bali dan NTB, namun untuk daerah lain belum diberlakukan.

“Aturan LSD ini akan merugikan dan menghambat pengembang untuk membangun perumahan KPR Subsidi, yang pada akhirnya realisasi program sejuta rumah tidak terproduksikan, karena perizinan tidak keluar, sehingga masyarakat juga yang dirugikan,” bebernya.

Barriers to the Million Houses Program

The development of the subsidized mortgage housing business in the future will face various obstacles. Junaidi Abdillah admitted, many obstacles will be faced, with the sudden emergence of regulations by the regulator.

“Like the Law on Protected Rice Fields (LSD) issued by the government, it is considered to be hampering the one million houses program,” he said.

According to him, the LSD rules do not adjust to the RTRW conditions of each district/city. Currently, LSD has been implemented by the Ministry of Land for the islands of Sumatra, Java, Bali and NTB, but for other areas it has not been implemented.

“This LSD rule will harm and hinder developers from building subsidized mortgage housing, which in the end the realization of the one million houses program will not be produced, because the permits are not issued, so that the community will also be harmed,” he explained.

He admitted that the government encouraged APERSI to present vertical housing in urban areas. “APERSI is ready, but requires collaboration with local governments and SOEs. We know that local governments and SOEs have many assets in urban areas that are considered unemployed.
