Angka total stok ini setara 177 persen dari ketentuan yang ditetapkan pemerintah yaitu 18.856 ton.

Menurut SVP PSO Wilayah Barat Pupuk Indonesia, Agus Susanto, total stok yang tersebut terdiri dari dua jenis pupuk yaitu urea sebanyak 18.154 ton dan NPK sebanyak 15.180 ton.

Ketentuan stok yang disiapkan oleh Pupuk Indonesia juga sesuai dengan Peraturan Menteri Perdagangan (Permendag) nomor 15/M-DAG/PER/4/2013 tentang Pengadaan dan Penyaluran Pupuk Bersubsidi Untuk Sektor Pertanian.

“Kami menyalurkan pupuk bersubsidi di Provinsi Sumut sesuai dengan aturan yang berlaku, serta menjaga ketersediaan stok berdasarkan ketentuan stok pupuk bersubsidi. Kami menyalurkan sesuai dengan SK masing-masing wilayah, dan memastikan ketersediaan stok di setiap bulan untuk mendukung penyaluran pupuk bersubsidi,” ucap Agus.

Menurut Agus, ketersediaan stok pupuk bersubsidi yang mencapai 177 persen dari ketentuan yang ditentukan pemerintah, stok ini cukup memenuhi kebutuhan selama tiga minggu ke depan.

Hal ini juga menjadi upaya bagi Pupuk Indonesia dalam menyongsong penyaluran pupuk bersubsidi di tahun 2023.

Agus mengungkapkan, alokasi pupuk subsidi secara nasional ditetapkan sebesar 8.042.130 ton untuk tahun 2022. Khusus alokasi Provinsi Sumatera Utara ditetapkan sebesar 328.385 ton yang terdiri dari Urea sebesar 168.487 ton, NPK sebesar 126.693 ton, SP-36 sebesar 10.951 ton, ZA sebesar 11.490 ton, dan Organik sebesar 10.764 ton.

Hingga tanggal 22 Desember 2022, Agus mengungkapkan, realisasi penyaluran atau pendistribusian pupuk bersubsidi sudah mencapai 312.728 ton atau setara 95 persen dari SK alokasi total tahun 2022 untuk Provinsi Sumatera Utara.

Angka tersebut terdiri dari Urea 159.131 ton, NPK sebesar 122.644 ton, SP-36 10.108 ton, ZA sebanyak 10.836 ton, dan Organik sebesar 10.009 ton.

Seluruh stok pupuk bersubsidi di Sumatera Utara, dikatakan Agus akan didistribusikan kepada 22 gudang Lini III yang melibatkan 83 distributor dan 2.366 kios pupuk lengkap (KPL) yang tersebar di 25 kabupaten dan 8 kota.

Agus menambahkan, penyaluran pupuk bersubsidi ini didistribusikan ke semua lini sesuai dengan Surat Keputusan (SK) kepala daerah sebagai aturan turunan dari Peraturan Menteri Pertanian (Permentan) nomor 41 tahun 2021 yang pertengahan tahun ini direvisi menjadi Permentan nomor 10 tahun 2022 tentang Tata Cara Penetapan Alokasi dan Harga Eceran Tertinggi (HET) Pupuk Bersubsidi Sektor Pertanian.

Pupuk Subsidi

Sesuai Permentan nomor 10 tahun 2022, pupuk bersubsidi saat ini difokuskan pada dua jenis pupuk, yaitu Urea dan NPK. Kedua jenis pupuk bersubsidi ini diperuntukan bagi sembilan komoditas pertanian strategis yang berdampak terhadap inflasi.

Kesembilan komoditas tersebut adalah padi, jagung, kedelai, cabai, bawang merah, bawang putih, tebu rakyat, kakao, dan kopi.

Adapun petani yang berhak mendapatkan pupuk bersubsidi diantaranya adalah, wajib tergabung dalam kelompok tani, terdaftar dalam SIMLUHTAN (Sistem Informasi Manajemen Penyuluh Pertanian), menggarap lahan maksimal dua hektar, dan menggunakan Kartu Tani (untuk wilayah tertentu).

Agus menjelaskan, petani dapat menebus pupuk bersubsidi pada kios-kios resmi yang telah ditentukan untuk melayani kelompok tani setempat.

“Jadi salah satu tujuan kita berkumpul pada hari ini, untuk mensosialisasikan kepada kawan-kawan media terkait dengan peraturan yang baru ini. Karena terdapat perubahan dari jenis pupuk yang disubsidi maupun komoditinya, dari yang sebelumnya sekitar 70 komoditas dengan Permentan nomor 10 tahun 2022 menjadi 9 komoditi saja,” ungkapnya.

Berdasarkan Kepmentan nomor 734 tahun 2022, total alokasi pupuk subsidi untuk tahun 2023 ditetapkan sebanyak 9.013.706 ton yang terdiri dari pupuk urea sebanyak 5.570.330 ton, NPK 3.232.373 ton, serta NPK formula khusus kakao 211.003 ton.
