Satgas RAFI Pertamina Pastikan Pasokan dan Distribusi Energi Aman di Sumut | OBROLANBISNIS.com — PT Pertamina Patra Niaga Regional Sumatera Bagian Utara kembali mengaktifkan Satuan Tugas Ramadan dan Idul Fitri 1444 H (Satgas RAFI) dimulai pada 1 April hingga bulan Mei 2023 mendatang.
Hal ini bertujuan untuk memastikan pasokan dan distribusi energi bagi masyarakat selama bulan Ramadan dan Idul Fitri 1444 H berjalan aman dan lancar.

“Kami kembali mengaktifkan Tim Satgas RAFI dimulai pada 1 April hingga 2 Mei 2023. Kami menjamin stok BBM dan LPG aman selama Ramadan dan Idul Fitri di Sumatera Utara (Sumut),” ujar Executive General Manager Pertamina Patra Niaga Regional Sumbagut, Freddy Anwar.
Freddy menambahkan, sarana dan fasilitas (sarfas) penerima dan penyaluran energi di Fuel Terminal (FT) Medan Group, FT Sibolga, FT Pematang Siantar, FT Kisaran, Depot Pengisian Pesawat Udara (DPPU) Kualanamu, DPPU Silangit, Depot LPG Pangkalan Susu, lembaga penyalur serta sub penyalur dalam kondisi baik dan siap untuk melayani.
Beberapa upaya Pertamina Patra Niaga Regional Sumbagut dalam pengamanan pasokan BBM dan LPG diantaranya meningkatkan stok BBM dan LPG, menambah mobil tangki (dapat berfungsi sebagai spbu kantong), membentuk posko Satgas RAFI di kantor region, kantor cabang, TBBM dan Depot LPG serta berkoordinasi dengan Dinas Energi Sumber Daya Mineral (ESDM), BPH Migas, Kepolisian, TNI, Dinas Perhubungan, dan dinas terkait lainnya.
Selain itu, pihaknya juga menyiagakan layanan khusus BBM dan LPG di Sumut yakni 107 SPBU Siaga, 12 SPBU Kantong, 15 SPBU Motoris, 4 Posko Kesehatan yang berada di SPBU yang jalurnya padat akan pemudik, 309 Sgen LPG PSO Siaga, 367 Agen LPG PSO dan NPSO Siaga, 20.287 Pangkalan LPG PSO dan NPSO Siaga, serta 7 SPBE LPG PSO dan NPSO Siaga.

“Kami menyediakan berbagai fasilitas tambahan atau ekstra selama masa Satgas RAFI ini, diantaranya SPBU Siaga, Agen LPG Siaga, Pertashop Siaga, Motoris (layanan delivery untuk BBM bagi konsumen di lokasi-lokasi padat), SPBU Kantong, dan Posko Siaga yang menyediakan free medical check up sekaligus tempat istirahat,” ujarnya.
Selain itu, lanjutnya, untuk SPBU Kantong telah disiagakan di Kabupaten Karo, Simalungun, Samosir, Humbang Hasudutan, Dairi, Padang Sidempuan, Tapanuli Utara, Toba Samosir dan Labuhan Batu.
SPBU Kantong atau mobile storage adalah mobil tangki berisi BBM yang bersiaga di SPBU, tujuannya untuk mempercepat proses pengisian BBM di SPBU, sehingga stok BBM tetap terjaga.
Freddy memprediksi akan terjadi lonjakan konsumsi BBM dan LPG selama Masa Satgas RAFI 1444 H di Sumut. Produk gasoline diprediksi akan terjadi kenaikan konsumsi sebesar 18% persen dari rerata harian normal menjadi 5.750 KL/hari, hal ini terjadi karena peningkatan arus mudik yang didominasi oleh kendaraan pribadi dan sepeda motor, serta sudah tidak diberlakukannya lagi pembatasan kegiatan masyarakat (PPKM).

Produk gasoil diperkirakan mengalami penurunan sebesar 5% dari harian normal menjadi 3.273 KL/hari. Penurunan konsumsi gasoil disebabkan karena kegiatan transportasi/logistik mengalami penurunan selama Idul FItri dan adanya kebijakan pembatasan pergerakan kendaraan logistik pada arus mudik dan balik Idul Fitri 1444H
Menurutnya, untuk estimasi penyaluran LPG PSO dan NPSO saat Satgas RAFI tahun ini mengalami kenaikan sebesar 19,73% dari rerata normal 2023.
Kenaikan ini terutama karena meningkatnya aktivitas memasak masyarakat yang sedang berkumpul bersama keluarga. Selain itu, meningkatnya pertumbuhan ekonomi dan kegiatan pariwisata juga menjadi kontributor kenaikan konsumsi LPG.
Menyinggung bahan bakar pesawat Avtur di Sumatera Utara, ia memprediksi akan terjadi lonjakan konsumsi 15,6 % dari rerata harian normal menjadi 416 KL/hari.

Ketahanan stok seluruh produk BBM di atas 21 hari, LPG di level 20 hari, Avtur di 36 hari dan terus diproduksi. Stok ini belum termasuk stok yang akan disalurkan dari kilang dan stok yang sedang berjalan dari kapal tanker.
