“Jadi Kapolrestabes (Kombes Riko) kita tarik ke Polda dalam rangka pemeriksaan, bukan karena yang bersangkutan menerima suap atau memerintahkan penggunaan sisa uang 160 juta, tapi perannya sebagai atasan tidak menjalankan perannya dengan baik,” sebut Panca menjelaskan kepada awak media.
Menurut Kapolda, dari hasil pendalaman intensif oleh Divisi Propam kepada Kapolrestabes Medan Kombes Pol Riko Sunarko dinyatakan sama sekali tidak terbukti atas tuduhan penerimaan suap dari bandar narkoba, seperti yang dituduhkan.
Irjen Pol RZ Panca Putra menjelaskan, tim Propam Polda Sumut dan juga dari Mabes Polri sebelumnya telah memeriksa sebanyak 12 orang terkait tuduhan tersebut.
“Tim gabungan sudah memeriksa 12 orang saksi. Salah satunya pengacara Ricardo Siahaan,” ujar Panca dikonfirmasi.

Panca menambahkan, Kombes Riko yang tertuduh tersebut sama sekali tidak mengetahui adanya penggelapan uang Rp 600 juta yang dilakukan Ricardo Siahaan.
“Kapolrestabes juga tidak tahu adanya penggelapan uang Rp600 juta yang dilakukan oleh Ricardo Siahaan, dan tidak tahu ada penerimaan Rp300 juta untuk membebaskan Imayanti, istri bandar narkoba agar tidak ditahan,” ujarnya.
Diketahui hasil pemeriksaan tim gabungan Propam Polri, Kapolrestabes Medan sebelumnya memerintahkan Kasat Narkoba membeli sepeda motor sebagai hadiah kepada anggota Koramil yang ikut berpartisipasi membantu polisi dalam kasus peredaran narkotika jenis ganja, diketahui sepeda motor tersebut hanya seharga Rp13 juta, yang uangnya juga hasil pemberian uang pribadi Kapolrestabes Medan dan juga Kasat Narkoba Polrestabes Medan.
Langgar Kode Etik Polri
Kapolda Sumatera Utara membeberkan alasan pencopotan jabatan Kombes Riko Sunarko dari Kapolrestabes Medan.
Orang nomor satu di Kapolda Sumut ini menyatakan, justru mencopot Kapolrestaes Medan dari jabatannya lantaran melanggar kode etik Polri, dengan pelanggaran pengalahgunaan wewenang dibidang pengawasan yang dilakukan seorang atasan.
“Hal ini mestinya tidak boleh terjadi karena sebagai atasan dia tidak boleh membebankan sisa pembiayaan tersebut kepada bawahannya. Hal ini sesuai Pasal 7 ayat (2) point (a) Perkap nomor p w tahun 2011 tentang Kode Etik Profesi Polri.
